I want to set a number rank from 1 to 10 for my top 10 Features(custom issue type) Once the Product Manager sets the rank I do not want others to be able to change the rank. Changing the feature status and moving it around on the Kanban board should not change the rank. How can this be accomplished?
Hi @[deleted], so you have a custom number field for the rank or are you talking about ranking issues on the Kanban board by drag and drop?
I am talking about both. Using a custom field and then ranking by that custom field

We have several top 10s from different stake holders, and several scrum teams
We need to be able to prioritize independently the top 10s from what is in the backlog of the scrum teams
Or maybe you have another solution for this?
