IN the sandbox i don't see the 'Add PIR' tab at the top of the issue & PIR for incident management

The incident management section is missing as well as the 'Add PIR" its in production but not in the sandbox. why is that

Go to Project Settings > Features and check if Post-incident reviews has been enabled.

also tried flipping it on and off.. still missing
