Using the following API, I am able to get only list of 51 users,https://api.atlassian.com/admin/v1/orgs/{org-id}/users/ . Is there any other API or documentation to get the same ?

According to the documentation this endpoint returns the users paginated
cursor string Sets the starting point for the page of results to return

You have to use the above parameter to get the rest of the users (https://developer.atlassian.com/cloud/admin/organization/rest/api-group-orgs/#api-orgs-orgid-users-get)
