What do you mean by a single id? Each user has a unique id in Jira. What is your goal?

Instead of unique ID for each user, can we have Common iD for multiple users?

No you cant. How are you going to be able to distinguish them and use them in automation? How is jira going to distinguish them?

What is the need for you to have a common ID for multiple users? Reduced costs?
