May I know how can I grant permission to a single user to edit workflow in a project?
I tried to add this user to "Administer Projects" but the user still unable to edit it.

You need to be a Jira administrator (which is a global permission) to create and edit workflows. The Administer Projects is a project level permission which is different and constitutes of being a Project Admin, not a Jira Admin.You can grant Jira administrator privileges to a user by including this user to the group, which is defined for the Administer Jira permission in the Global permissions.

As of now, there is no way to provide such permission to only modify a workflow.
To update a workflow, the user needs Global permission "Administer jira" that usually is associated with jira-administrator group.
If its a kanban or scrum board, you may use simplified workflows, where user can create new status but not change the global transitions, for example.

Jira allows "Project Admins" to perform some limited Workflow edits, such as adding/editing Status and Transition elements to a Project Workflow. However, access to Post Functions, Validators, and other deeper configurations of Status and Transition elements is NOT available to "Project Admins"."Jira Admins" (members of the jira-administrators Group) essentially have "root access" (can do most anything in Jira), including configuration of Post Functions, Validators, and more in Workflows.
So you only want your best Jira folks being "Jira Admins". And you only want to grant "Project Admin" access when someone really needs it, IMHO -- more below.

"Project Admins" who don't know Jira well can cause significant problems for their teams, notably around correct use of the Resolution field. There is simply no good way for a "Project Admin" to get the Resolution field set correctly for any value other than "Done". Without access to the Post Functions, they will get it wrong. Many "Project Admins" don't even check the "Set Resolution" checkboxes correctly in a Simplified Workflow!Not using Resolution correctly in Jira leads to problems (strikeout showing wrong, metrics affected, issues not showing in Jira Plan, etc). Plus, the most crazy insane complex workflows are typically created by Jira wannabes as "Project Admins" who frankly don't know what they're doing. Having to work with a "Jira Admin" sounds like gatekeeping, but the wannabes really need guidance here.
HEY ATLASSIAN: I'd love to see an "Edit workflows" permission in Permission Schemes. Please let us keep them from inadvertently wrecking their Workflows. "Jira Admins" are SMEs, let them contribute their value here.
