Can't we keep Xray test mandatory linking to user story and epic?

But this is not mandatory and no way to make it.
While transitioning story or epic to respective status can't we make this mandatory.
If we made this will force teams to have atleast a test case for covering that user story or epic and gets captured in RTM reports.
