Trying to extract a list of all users that a space admin permission, excluding personal spaces.

I don't think that it's possible to get that piece of information out of the box, not even with REST api. I've been searching but couldn't find anything.
On second thought, please try the following on a space:
https://YOUDOMAIN.atlassian.net/wiki/rest/api/space/SPACENAME?expand=permissions
Replace YOUDOMAIN and SPACENAME with your own
I don't know about cloud, but you can create a user macro in Server/Data Center to pull that info. It might be possible in cloud. I'm pretty sure the code for that kind of macro is in the Community already.
