We want to manage test period with our customers threw Jira. In the case of they are out of our organization is their account will be free our we have to affect to each of their user a licence?

welcome to the community.
If a user needs access to the application in Jira then they must have a license. Now with Jira Service Management you can have free customer accounts. GSM provides a portal where the customers can create or view their requests.
