Is there a way that our clients can download their issues into Excel from the client portal? Clients have asked and I check the wen and it seems you have to buy a widget from a 3rd party to be able to do this...Does Jira offer this feature themselves?

it is not possible usign builtin features. There is a third part addon like https://marketplace.atlassian.com/apps/1222472/requests-export-for-jira-service-management?tab=overview&hosting=cloud
