Automating setting Watchers from a multi-user custom field

I'm trying to set the watchers of a ticket based on a custom people field called "Approvers." However, when I try to set up the automation rule, it returns that the rule was executed successfully but the watchers have not changed. Attached is a screenshot of the automation rule I have set up at the moment. Is there any way to fix this? Am I doing something wrong?
