Why can't I add a custom email address

I have added my domain and DNS records for custom email addresses. Jira says the domain is Active. I won't let me add email addresses on the email addresses tab.

The issue was that although I was a Site Admin, I was not an Org Admin. Once I was made an Org admin I could add email addresses.
