Why don't all security levels of a schema appear in the project automation?

I created an Issue security scheme with some security level settings, I want to set the security of the issue depending on the value of a field, but in the automation within the project, only one security level is appearing and there are nine

Are you a member in any of the others groups included in the respective security group? If not, then there's your problem
