We found attachments with sensitive information and would like to know if deleted, where does it end up to purge completely.
No, Jira does not retain data of deleted content. Once you delete it, it is gone forever and there's no recovery for it.

All deleted items (attachments, issues) will be trashed from JIRA and there is no way to recovery them.

Welcome to the community. In Jira/JSM cloud env, once an object is deleted, then it is gone and not recoverable. You may still want to contact Atlassian Support (https://support.atlassian.com) to obtain formal confirmation and data content storage (i.e backups) process.
