I want to fetch the last login details of an individual user.

If you Google 'jira cloud user history' it will provide you with the answer.

User history, including their last login time and what they accessed, is stored in the Audit Logs.

Is there a REST API to view those info?

Yes, there are REST API endpoints to get the Audit Logs.
