I need guidance on jira automation rule to create stories for scrum teams and a unique label . This activity is repititive as i need to create same stories every 2 weeks

You can create an automation rule, but it really depends on how many stories you want to create etc. You could do it like the following:
You can repeat the create issue components for X times (up to 65 components are allowed) and edit each and every one of them.

There is an option to create a rule with a Scheduled trigger that would allow you to have the rule fire on a specified periodic basis.

Thanks, my ask is not just creating a story. While creating a story, based on label it will have to create story with specified rule which i already crreated. I think i need to append this. Thank you . Let me try and come back
@CK so you want to have two rules and on will trigger the other? If that's the case, then be sure that the second rule will be triggered by the change of the first rule, and that you will have activated the "Check to allow other rule actions to trigger this rule. Only enable this if you need this rule to execute in response to another rule."
