How do I make time tracking mandatory in an issue.

For team managed projects you can also make fields mandatory now as described in:

If you are using Company Managed project, you can make the field mandatory from Field Configuration.  Kindly check document :- https://support.atlassian.com/jira-cloud-administration/docs/change-a-field-configuration/
