More specifically, if the box is ticked can the customer do more than just view this transition? Just a little bit of light on the overall functionality of this checkbox would be appreciated
You use this feature to allow the customer to execute the transition. The most common use case is to allow the customer to move the issue to closed on their own accord. But there are certainly any number of other transitions you might elect to expose to the customer.
It means the potentially customer can perform that transition.
