Is it possible to include an approval process when creating new projects?

In our previous system , when a project was created an email would be sent to the appropriate project approver... they would then approve that project and then a data field within that project would be updated and show "approved"... Is this a possible feature in Jira Software?

Using the term "project" to mean a Jira Project, no, there is no such feature in Jira natively to have projects approved.

In Jira a Project is just a container for issues. Only Jira Administrators can make Company Managed projects, and there is a Global Permissions setting that can be used to enable/disable the ability of non-administrators to make Team Managed projects.

If you need to incorporate an approval process into the creation of projects, I would suggest you do that separately from the actual steps of creating the project. You could use Jira itself to track a request for a new project, and have email for approval and tracking the approval as part of that request.

You can add an approval process to any Jira project using the Approval Path app.

In this app, the approval process is not associated with a workflow, so it's really easy to set up. Here you can read about a comparison between Jiras native approval process and apps. It also has an email step, so you can add email addresses and messages will be sent, external users can participate too. Also, the webhook step and Jira automation can help with updating the issue status.

Have you included Jira Service Management as a product in your Jira suite?

If you don't have Jira Service Management, don't worry because it is not required. That is the product/solution for a "help desk" and functions differently than Jira Software. You might want to consider it if you want to use Jira for help desk types of work tracking.

Without that product, you could set up a Jira Software project to itself be a container for requests for new Jira Projects. When a new Jira Project is needed the requester would create an issue in that "Jira New Project Requests" project detailing what they need. You could customize the workflow to include an approval step, where an approver would be notified and have to make an update to the issue to indicate their approval. And then the issue could assigned to a Jira Administrator to fulfill the request to create the new project.
