when i switch the reporter it does not change who can view the ticket

I am trying to figure out the process for updating who can see a ticket.  It might be logged by person A but then person B takes over and is the point person.  in this case, changing the reporter does not allow the new person B to either view the ticket or receives notices about the ticket.

The reporter has nothing to do with the visibility of the issue directly.

Take a look at the project permissions - these tell you who can see what.
