Restrict Jira Cloud User to only view specific Issues

Is there a way to only allow a user to view (read-only) specific issues.  For example, I would like a group of users to only see the issues associated with a specific Fix Version. No other issues should be viewable.

 

Could I potentially do this by creating a project that has a specific filter?

Permissions on a set of issues can be set easiest at project level. If someone has only browse project permission in a project, he/she will only be able to view all issues in that project.

If you want to restrict permissions on a sub-set of issues in a project, that can be achieved with issue level security. That lets you determine access to individual issues, so it gives you the ultimate flexibility at the most granular level, but does not scale very well.

Depending on what you are trying to achieve, it might be a bit weird to set up separate projects for a version, simply because you want to restrict access to your projects for 1 single user. But essentially, these are your main options.
