Our current technical contact has left and I need to update this information in jira.

Welcome to the community.  You should be able to access https://my.atlassian.com/product to update your technical contact assignment if you are setup with the rights.  The URL is where you If not, you need to contact Atlassian Support (https://support.atlassian.com) for their direct assistance.
