I am trying to make a call to labels/suggest and getting an error code 403

I have the scopes : write:jira-work and read:jira-work ; but not sure why it is not giving me a response

Yep. There is no such endpoint as 'rest/api/2/labels/suggest'

Perhaps you many want to re-read the documentation for the Labels endpoints again.
