How do I assign the permission to create Releases ?

Which project permissions I need to grant a user for him to be able to create Releases in the project?

Project admin can create versions/releases. User should be in project admin role , to create release/version

They have the project admin role and still can't create versions.

Is there anything else they need?

Are they getting create version button or not? what is the error they are getting.?

They do not have a button to create a version.

Besides being in a project admin role they should also get project permissions?
