No. The subscription applies to the whole application. Of course, Premium is actually Standard with additional and expanded features, so you don't lose anything when you go up to Premium, but you can't have some users on standard and others on premium.

No, they cannot. All users must be in one or the other. You have combine Standard Jira Software with Premium Jira Service Management or vice versa. But within a single product, that all must be the same.

I'm talking about the Standard Jira Software and Premium licenses, not about Premium Jira Service Management.
It seems that is not possible to have some users on standard and others on premium Jira Software licenses within the same instance.
