My default language is set to English on Jira Software but it keeps opening in Turkish and its not changing.
Can you help please?

English should be instance default language. Please check your user preferences (https://support.atlassian.com/jira-software-cloud/docs/manage-your-jira-personal-settings/).
Probably, you currently have Turkish as your own default language.
