Keep in mind taht you need JIRA Administration permission to view all these information.

Thanks for your answer. What we need is to be able to filter by a custom field to see when and who has changed the value of the field. Where you indicated, it is not possible know it.

In the case, you described I can suggest trying the Issue History for Jira app if you're ok with it.
Here you can add any standard or custom field to the grid and monitor all changes (Column manager option). Export to CSV or XLS files is available.
