Disable the "Configure Fields" option for certain users

Hey,

Is there a way to disable the "Configure Fields" option when creating a new ticket for all users except admins? I am trying to ensure that the "Labels" input field is not available to the users when creating a ticket. 

 

If the "Configure Fields" can't be disabled for certain users is there a way we can hide the "Labels" input when creating a ticket?

You can removed the labels field from the creation screen to fulfil your last question
