For company managed projects you can make fields mandatory as described here: https://support.atlassian.com/jira-cloud-administration/docs/change-a-field-configuration/
For team managed projects: https://support.atlassian.com/jira-software-cloud/docs/customize-an-issues-fields-in-team-managed-projects/
"Original estimate" field in a team managed project cannot be made required through the issue fields customizations.
The "Required" checkbox is disabled and when hovering over it the system states that this is a field generated by Jira and I cannot change if it is required.
