I must be dense... custom home page

Hey, the company I work for uses Confluence for our KB. We want to improve our home page for customers. I've searched all over and do not see any tutorials that talk about customization like that on the main Confluence Support page. Is it possible to get a look like this for a home page using the built in tools or does it require plugins?

Yes, you would need an app in order to do this. Atlassian is using Scroll Viewport, but there are other apps in the Marketplace that allows you to customize Confluence, like Linchpin Intranet Suite and Refined.
