Welcome to the Atlassian Community!

The process of creating a new group is well documented on Create and update groups , please create a group first on your cloud site, it will then appear on the "Edit Filter's" dropdown per your screenshot. Hope this helps.

While expecting the answer we checked and found out that the person wishing to see the group was not in a group actually, which is really simple blinder.
