I have a could instance with insight, But when I got to add an insight PF I don't see the category under my PF's.
Any Idea why this is?

Welcome to the community!
In cloud these are best handled with automation rules, you could use the transition as a trigger and then handle your insight related modifications with automation.
You can find the differences between Insight Server / DC and Cloud here. You will notice there are no insight post functions on cloud (yet)
