I am not able to login in any browser even in incognito window.

After being without access to jira for a week today when trying to log in I come across the following message
"We couldn't log you in
You may run into this issue when you use specific browsers or add-ons that hide the referer header for id.atlassian.com and other Atlassian sites. Check for these and then try logging in again."

I've tried in several browsers, including incognito windows, and I also cleared my cache, but I still can't access it.

Please ask to a Site Admin if your user has permission to access JIRA.

Hi @Ana Godeia Martins , yes this has been a very unfortunate outage and it seems to still be underway for some instances - https://status.atlassian.com/ . If others in your instance are having the same issue the I recommend reaching out to Atlassian support directly.
