You cannot get the TOC in the sidebar. What you can see in the sidebar is the page tree but not sections in a page.
@Sudhir Bhatia , I was checking the marketplace and found this addon but not for Cloud. There might be others out there,

@Sudhir Bhatia You can change the page layout to 2 column using the thin column on left or right to insert your TOC and then the wider column for your content. This worked well for my needs.
