When creating personal spaces in confluence, is there a way that it can be created as restricted for only that person?

Are you referring to the auto-created Personal Spaces that are a new feature in Cloud, or the user creating it themselves? Really it is one in the same. The user that creates the space has admin rights over it and can click on the Space Settings in the left hand navigation bar to update them to make it truly private.
There is no way to set that up without the manual intervention.
