Is it possible to export the entire backlog within a project or epic in the free version of the Jira cloud app? Or is there a report that does this?

If you need to export issues based on a JQL, you need just to search issues (with a desired filter) and then click on export button and choose csv option.
You can export all fields or just columns of your filter.
