Attach an file for user to download in Create Form

Question

Hi there, my team is using Jira software. When our business user creates a certain kind of request in jira, they need to fill in an excel form and uploaded to jira as attachment.

So we want to embed the excel template in the jira create form for business users to download

We know jira sevice management supports such functions but we can only access jira software now.

Any functions or add-ons could help us to do this？

By Default in jira its not possible

Workaround-

You can have the attachment on the your web or confluence site or any content repository from where user can download through URL

Then you can set that URL as default value in URL custom field or Text field and put that field on Create issue screen.

You can also mentioned that URL on description of suitable custom field

You can also user 3rd party plugin - Message Field,
