Project Administrator can't see Customer Satisfaction page

Hi, I have a project administrator who would like to see and configure options on the CSAT page. As site admin, I am able to toggle the on/off option which then shows me an option so customize the satisfaction survey. But when the project administrator tries to view the page it says 'This Project isn't available'. 

Are there special permissions a project admin needs to view/edit settings for CSAT?

@Dave Hattig See if adding your administrator to the service desk team role under people in project settings makes a difference.  Depending on how the permission scheme is set up this could be preventing the admin from seeing the report.    I am assuming that this is a company-managed project.  If it is a team-managed project let me know.
