I am attempting to create an automation rule that updates our Fix Version field, but only in a specific format: "YYYY-MM-DD"

The Fix Version field can be updated only with values that are already defined in the Releases screen for the project. Are you trying to add a pre-existing value to the field?
Can you show us a screen image of the rule you have constructed so far?
