Project visibility default setting?

Hi,

How do I set default project visibility to none?

Basically what I would like to do is following

If administrator creates project, it is hidden to any other users
Administrator add users to specific project to enable.

You update the Permission Scheme for that project. Take a look at the "Browse Project" permission.
