How can I add a transition on a draft workflow

Question

I am trying to add a transition from onhold to todo, but every time I edit it, it mentions that I can't perform this operation on a draft workflow.

This looks like a bug to me, but is there a work around for this?

There is a long-standing bug in the workflow editor that the draft mode cannot add transitions to a step that has not already got at least one.

The work-around is to not to work on a draft -

* take a copy of the workflow you want to edit
* add the transition in there (and make any other changes you need
* save the workflow 
* edit the workflow scheme(s) that use the workflow, replacing the old one with the new edited copy
