Jira Ticket creation and commenting using an outlook email

I have seen many posts about setting up an email account to create and comment issues via email but many of them require to add Jira Service Management

Is it possible to achieve the same goal without using Jira Service Management.?
Appreciate if you can direct me to a corresponding post or posts if possible or available.
