I need to migrate projects from on prem to the cloud and retain attachments. Is there a way to do this without a third party app?

Depending on the version of Jira you're running, what other apps, how large/complicated your environment is, you may have some luck with Jira Cloud Migration Assistant (JCMA) - https://marketplace.atlassian.com/apps/1222010/jira-cloud-migration-assistant
While this is an app, it's Atlassian developed so not third party
