Asking about Change/Release mgmt on Jira

Hi Atlassian, I would like to ask two questions:

1. How to build Change/release mgmt process on Jira ? Is it belong to Jira Service Desks or Jira Software ? In case of we only have Jira Software subscriptions, can we do that ?

2. How to integrate CI/CDs tools into Change/Release mgmt on JIRA? Any articles ?
