first of all, I have to apologize for my question, but I am completely new to Jira and still trying to get a little bit into it! 
For my team, I have to create an advanced roadmap for a project. Unfortunately I can´t ask our software-team, so I hope you can help me.
I am wondering, whether I have the permission to create that plan at all (picture). I watched a few tutorials on Youtube, where it said there should be an option underneath the option "view plans". So what shall I do then?
