Can i resctrict an access by IP for all users?

If you the on-premise JIRA, that will be easy (with a proxy). Not sure with JIRA Cloud though, try asking their support team.

For Atlassian cloud, you cannot configure IP whitelist unfortunately, although it has already been requested. Please vote and watch the request ticket: https://jira.atlassian.com/browse/CLOUD-2636
