Is there some way of producing a list of Jira issues that DO NOT have 1 label?

In almost any incarnation of SQL, the pseudo-code would be something akin to the following trivial code excerpt

SELECT something
  FROM somewhere
    GROUP BY label
      HAVING COUNT(*) <> 1;

According to page 4 of the JQL manual, as minimal as it is yet also devoid of any useful example or any indication of the JQL language syntax or grammar, HAVING is a JQL keyword.

I believe you can achieve what you are looking for using a combination of JQL and Jira Expressions. 

Say, you can select all issues from your backlog using a JQL query like this:

project = YOUR_PROJECT and status != DONE

You can now use a Jira Expression to aggregate the results from this query. An expression like this should do the trick and give you a list of issue keys where the amount of labels is not one.

issues.filter(i => i.labels.length != 1).map(j => j.key)

The downside of Jira Expressions is, that you either need to use the REST API or get an app. However, there's a free one that's easy-to-use (in my opinion, we made it) called "Expression Tester".
