Unable to give Org admin rights to another user

My Manager is the org admin in Jira but when he is trying to give org admin rights to another user then he is getting the attached error.

The below steps were followed:

1. Log in to your organization at admin.atlassian.com.

2. Choose Settings > Administrators.

3. Click Add administrators.

4. Enter an Atlassian account email address and click Grant access.

On the add administrator page, the below error is being displayed.

Kindly suggest what is to be done for the same.

Hi @Jonan Dsouza 

That suggests your manager might not be an Org Admin - but you can see this clearly in their user profile, it'll say Org & Site admin

The other scenario that might cause this is if they have logged in as a different user in a different browser or tab (just something to rule out). A good thing to try when you get that message is the equivalent of switching off and on. Close down all browser sessions and try it again
