Can an unlicensed JIRA user receive Filter subscription email?

I have a filter field at JIRA Cloud and I wanted to send this as a weekly update to different managers. Will they be able to receive this under "Subscription" if they don't have JIRA license?

Short answer: no

Some work-arounds to still do this automatically are:

Subscribe to the email yourself, and create an email rule to automatically forward it to the other people
Build an automation rule to create the report, and send the email to them directly
Investigate marketplace apps which add this feature
