When create a project in JIRA agile onDemand it stuck from 10 to N minutes...
I've just been creating projects in a Cloud system for one of our users, it's taking a few seconds here.
Can you refresh the browser and check that the project is actually created (after 30 seconds of waiting)? It may be just that your browser isn't coming back after the create process starts.
If it's not creating the projects at all, then I'd raise this with support.atlassian.com
Nope. Project doesnt show up. But validation by key and name says that project in system.

Ok, that could be a different thing - as an administrator, check the permission scheme - do you have the rights to "browse project"?
