Possible Bug in Children Display Macro - Not recognizing manual order

We have our Policies & Procedures Manual in Confluence Cloud. After the migration to the cloud, we had to fix some apps that didn't migrate over. In looking at every page, I noticed that the Children Display macro we used for each chapter landing page used the manual order we set all the children except for 2. The macro is configured correctly but it pulls based on title. I have left the "sort children by" blank but I get this:

I have tried removing the macro, publishing and then re-adding. 

Any ideas?

You have verified that the pages are still manually sorted? You can also try changing the Sort Children By setting to see if after changing it to different options, it starts to work correctly?

If that doesnt work, try to change the sort order of your pages to see if changing the sort order in the space has an impact.
